Civil Partnerships reduce STIs?

The study - "Forsaking All Others? The Effects of Same-Sex Partnership Laws on Risky Sex" claims that Civil Partnerships have lead to same-sex partners being less promiscuous which has then helped produce a fall in {cms_selflink page="so-what-is-syphilis" text="Syphilis"} rates of about 43 percent across Europe.
Prof Dee writes: 'The results suggest that these laws led to statistically significant reductions in syphilis.'
'By reducing the social stigma of homosexuality, these laws could limit the transmission of STIs by discouraging furtive, high-risk sexual activity.'
